Pricing

Pricing that respects a public budget.

Per tenant, never per seat. Bilingual and locally supported at every tier. Built from bundles when you want simplicity, à la carte when you want control — and always quoted to fit your entity, your hierarchy, and your budget cycle. No surprise line items, ever.

Add-on bundle

Operations Pro

The heavy-operations layer for governments that run crews, warehouses, and fleets. Operations Pro stacks onto any bundle — or onto an à-la-carte package — and brings the four internal-operations modules in one step. GPS hardware and SIM connectivity for Fleet are quoted per device, so the cost scales exactly with the fleet you actually track.

Ask about Operations Pro
  • HR / Personnel — employee records, personnel actions, PO routing and approvals
  • Inventory / Warehouse — barcode and QR, scan to receive, issue, and count
  • Equipment / Asset Management — registry, custody, chain-of-custody transfers
  • Fleet + GPS — live tracking, geofences, maintenance, bilingual dispatch

What's included, tier by tier

The four bundles build on each other — each tier contains everything below it. And some things are never tiered: bilingual English/Spanish, local support, per-tenant pricing, and the append-only audit trail come with every package we sell, including à la carte.

À la carte

Or skip the bundles and order exactly what you need.

Every CiVQ module is autonomous — built to run on its own, priced on its own. The à-la-carte path starts with the Core platform and lets you add modules one at a time, in any order, on any timeline. Bundles are simply pre-assembled shortcuts; they are never a requirement.

01

Start with the Core platform

Everything a government needs to stand up its digital presence, plus your first module — chosen by you:

  • Website / CMS
  • Resident Portal
  • Bilingual content engine (EN/ES)
  • Staff admin and roles
  • One module of your choice
02

Then add modules, one at a time

Every module is individually priced and individually useful. Add 311 this fiscal year and Permits the next; every new module sees your residents, your ledger, and your audit trail the moment it is switched on — no integration projects, no migrations between editions.

How the deal works

Terms built for switching, not for locking you in.

Behind every quote we write, the same four commitments — written into the engagement, not whispered in the sales call.

  • 01

    Lease it or buy it

Both paths are first-class: a fully hosted platform on one predictable annual line, or an outright purchase with full source-code handover. And we customize the platform to your entity under either one.

  • 02

    Free full data import

We migrate all of your existing data — records, residents, history — at no cost, as part of onboarding. Switching never carries a migration invoice.

  • 03

    Free in-person training

Your staff is trained face to face, in English and Spanish, as part of onboarding. Not a line item, not a per-day rate.

  • 04

    Deliverable-based engagement

We deliver a first module; if you like what you see, we continue module by module — or you opt into a full contract instead. Your choice, either way. You never pay for promises, only for delivered modules.

And you'll save 30–50% versus what you currently pay.

Not because the product is lesser — because our overhead is structurally lower. No enterprise sales org, no rented infrastructure, no acquisition glue. We wrote up exactly where the difference comes from, line by line.

How we price — the principles

Every quote we write follows the same six rules. They are designed for how governments actually budget, purchase, and grow.

  • 01

    Per tenant, never per seat

Your government is the unit of pricing, not your headcount. Add every clerk, crew lead, and seasonal hire — staff users are unlimited at every tier, so adoption is never penalized.

  • 02

    Quote-based, sized for direct purchase

Every government is different, so pricing is quoted — not listed. Entry tiers are deliberately designed to fit under the Texas direct-purchase threshold (Local Government Code §262.023), so many entities can buy without a formal competitive-bid process.

  • 03

Bilingual and local support in every tier

Human-authored English/Spanish and support from the Rio Grande Valley are platform facts, not premium features. No tier ships English-only; no tier outsources your phone call.

  • 04

Source ownership as a premium tier

Beyond renting, a premium tier buys the platform outright: full source-code handover, self-hosted, with no kill-switch. Enforcement is contractual — your operations are never hostage to a subscription.

  • 05

GPS and SIMs priced per device

Fleet works fully without GPS hardware. When you want live tracking, GPS devices and IoT SIM connectivity are a recurring per-device add-on — the cost scales with the vehicles you tag, not a flat enterprise fee.

  • 06

    Flexible billing across your hierarchy

County and precincts? City and utility? District and campuses? Billing follows your structure: the parent entity can pay for everything, each child can pay its own way, or the invoice can split between them.

All pricing is quote-based and per tenant. The scope and availability of each module are confirmed in your quote — we will tell you plainly what is ready today and what is on the roadmap. Requesting a quote or building a package places no order and creates no obligation.
